	Bulletin  -  Version  1.0 Displays a user-specified text file (from a parameter) in a nice, centred, 'Always On Top' dialog box. Clicking OK or pressing [Enter] will exit Bulletin. Very simple, small and quick - can be run across networks without client software being installed.
